The Millcreek Pavilion, built and opened in 1999, originally housed a variety of stores and restaurants. Borders Books, one of the anchor tenants, operated until 2011 when it closed its doors. In 2013, the space was transformed into Ross Dress for Less. Similarly, Old Navy, another tenant, relocated to Peach Street Square in 2014 and was subsequently replaced by HomeGoods in 2017. Michaels, which opened in 2000, remains one of the original stores at the pavilion.

Stein Mart, initially present at the pavilion, closed in 2005 and underwent a transformation in 2010 to become Christmas Tree Shops. Linens 'N Things, another former tenant, closed in 2008 and was rebranded as Linens & More For Less in 2010. Unfortunately, it closed again in 2013. In the same year, the space was divided into four separate units, occupied by Five Below, Dressbarn (which closed in 2019), Carter's, and Ulta Beauty.

Gander Mountain, which operated until 2017, was replaced by Vertical Jump Park in 2018. DSW Shoe Warehouse joined the pavilion's lineup in 2001. The Erie County Public Library, although initially an empty space, opened in 2008 after relocating from inside the mall. Finally, Dick's Sporting Goods, a tenant since the pavilion's inception, opened in 1999 after moving from the former Loblaws space in the nearby small plaza.

In 1998, the Hills Department Store was built and opened in the Northeast corner of Millcreek Pavilion, having relocated from 2323 West 38th Street in Millcreek Township. Unfortunately, Hills Department Store operated for only a year. In July 1999, it underwent a conversion and became an Ames store, similar to many other Hills locations. Ames, however, faced financial difficulties and ultimately went out of business in 2002. The space remained vacant until 2007 when it was transformed into All Seasons Marketplace, a local flea market store.

However, in 2014, All Seasons Marketplace closed its doors. The space was subsequently redeveloped in 2015 and became an At Home store, offering a wide range of home goods and furnishings.

In December 1998, plans were underway for a Regal 12-plex cinema to be constructed west of Hills, with the intention of replacing the Millcreek Cinema 6 theater owned by Cinemark, which was located just down the road. However, despite initial progress, the construction faced setbacks and eventually came to a halt in September 2001. Unfortunately, the cinema project was abandoned, and the theater was never completed, leaving the site unfinished.

In 2008, efforts were made to repurpose the abandoned theater, leading to its demolition. The site was then transformed into a TownePlace Suites hotel, adding a new and valuable asset to the area. However, the former parking lot for the prospective theater remains abandoned to this day and is primarily used for construction equipment storage.

In the subsequent years, more hotels were introduced to the Millcreek Pavilion, enhancing the hospitality offerings in the mid-2010s and further contributing to the development and vibrancy of the area.

Outside the Pavilion is more restaurants, Max & Erma's, Outback Steakhouse, and a clothing store, David's Bridal.
