The Dulles Town Center (DTC) is a two-level enclosed shopping mall in Dulles, Loudoun County, Virginia, United States, located five miles north of the Washington Dulles International Airport. The retail center gives its name to the census-designated place (CDP) within which it is located. It encompasses 1,400,000 square feet (130,000 m2) of GLA and is the largest enclosed shopping center in Loudoun County. The mall caters to the burgeoning and affluent population of eastern Loudoun and western Fairfax counties. Dulles Town Center is anchored by 810 Billiards & Bowling, Black Friday Daily Deals, Campos Furniture, Dick's Sporting GoodsJCPenneyMacy's, Sky Zone, with 2 vacant stores once as Nordstrom and LA Fitness. It features an eclectic mix of upscale retailers such as Abercrombie & FitchBanana Republic, and LOFT. In addition, the mall has been a launch pad for international retailers emerging into the U.S. market. High-end New Zealand children's store Pumpkin Patch opened its second U.S. store and German restaurant chain Vapiano opened its third U.S. location at Dulles Town Center in 2007 however it is now closed.

History[]

Approval, delays, and construction (1987-1998)[]

In December 1987, Loudon County officials approved the jurisdiction's first regional shopping mall. The mall was originally planned to be named the "Windmill Regional Shopping Center" but was later renamed to Dulles Town Center in 1988. The original expected opening was set for 1993. Dulles Town Centers developer was announced as Lerner Enterprises.

The mall was put on hold in 1994 due to the downturn in the local economy. It wasn't until March 1994 that the mall announced it would start construction that spring with plans to be open 1996. Construction was never started in 1994, and it wasn't until the summer of 1996 that Dulles Town Center broke ground. With construction starting in 1996, it was announced the mall would open in Spring of 1998, but that was later pushed back to November 1998.

Opening and expansion (1998-2002)[]

The mall opened its first two anchor stores (Hecht's and Lord & Taylor) on November 18, 1998. The ribbon-cutting ceremony for Dulles Town Center took place at 10 am on August 12, 1999, where the mall became anchored by Albuquerque East, JCPenney, and Sears. A new wing to the mall was completed in 2002, adding Nordstrom as well as Hollister Co., Jos. A. Bank Clothiers, The Sharper Image (closed in 2008), and a number of other specialty retailers.

Further Changes (2002-Present Day)[]

In 2004, Dick's Sporting goods opened next to then Hecht's (Now Macy's) followed by LA Fitness in 2006.

In 2011, Books-A-Million opened on the upper level by Macy's.

A 2,000-seat Regal Cinemas opened on December 11, 2014 for first run movies.

In 2015, Vapiano closed down and its former spot is now a Los Toltecos Mexican Restaurant in the mall.

On June 30, 2017, it was announced that Nordstrom would be closing its store at the mall on September 8, 2017. In 2020 to 2021, a COVID-19 County vaccine clinic temporarily utilized the space.

In August 2020, the Lord & Taylor was announced to be closing down, leaving just two original anchors left. 

On February 2, 2021 it was announced that Sears would Shutter. When the store closed, leaving only JCPenney, Macy’s, and Dick’s Sporting Goods as anchors.

In 2023, Black Friday Daily Deals, a bin store, opened in the lower level of the former Lord & Taylor. Soon after, in 2024, Campos Furniture opened in the upper level.

In 2025, Plans were announced for Sky Zone to open in the upper level of the former sears and 810 Billiards and Bowling on the lower level. Another major plan for the property is for around 1000 housing units to be built in a ring around the mall.

Ownership Changes[]

Change Of Ownership (November 10,2020)[]

Centennial Advisory Services announced on November 10,2020, it had taken over management duties from Lerner Enterprises of the Dulles Town Center, an announcement that followed the Oct. 22 foreclosure on the regional mall Lerner Enterprises built and has operated for two decades. According to a company statement, Centennial will provide a full spectrum of management, leasing, marketing and accounting services for the property. It will also develop a “value creation strategy” with the potential for a future mixed-use redevelopment of the property. There was also some interesting information released later into 2021 circulating about the possible future of the Dulles Town Center. None of it is had been confirmed, but it hinted of a future redevelopment for Loudoun County’s main indoor shopping mall. The information came construction industry sources, who, of course, closely tracked potential upcoming projects. It was called a “Mixed Use Redevelopment” at the Dulles Town Center. It reportedly was only a “preliminary concept” that was “under consideration.”

The redevelopment plan included the following:

  • a hotel
  • apartments
  • new retail space
  • a grocery store
  • addition of green space
  • repurposing of “big box” space

Another Change Of Ownership (December 19,2023)[]

Roughly a year after centennial bought surprisingly the mall sold again on Dec. 19 this time to Virginia Investment Properties (VIP) CEO Srinivas Chavali, VIP Is a commercial real estate company based in Chantilly, they bought the mall outright for $46 million as well as the adjacent former site of a Sears for $6 million. The company had already previously purchased Sears, Lord & Taylor and JCPenney before acquiring the mall. He Said he planned to renovate parts of the mall and may possibly build mixed-use developments on the property, according to the report. He also immediately plans to fill the vacant stores in Dulles Town Center, but not necessarily with traditional retail stores. He envisions attracting entertainment-style venues such as a bowling alley, pickleball or go carting. He wants the feel to be “a destination experience for families.”

The Eatery[]

Dulles Town Center features a large food court nicknamed The Eatery located on the upper level. It features such establishments as Chick-fil-A and Sbarro in addition to a number of restaurants such as The Cheesecake Factory and Red Robin within the surrounding parking lot.

The Carousel is a staple of Dulles Town Center Located In The Eatery Food Court in the Kids Zone behind the Nationals Play Park. This Venetian Model 7,00/1P Operated By Island Carousel Is a carefully handcrafted and painted Carousel directly imported from Italy. This Single Decker Horses Merry-go-Round was inspired after the 18th century fashion. The carousel consists of an hot-dip galvanized rotating structure supported by a central column and covered by hand decorated fiberglass panels on which lighting is fixed. The floor structure is suspended from the ground by tie-bars hanged to the roof and the floor surface consist of clear coated solid hard-wood panels. The driving unit consist of AC self-braking gear-motor mounted to the central column and electronically controlled. All Jumping horses and the rocking chariot are moved by ball bearing mounted crankshafts located on the ceiling

Nicknamed The Fun House Express or Chick Fil A Express A Wattman Model Mini Express Electric Trackless Train 4 Car Black And Red Config has been taking families all around the lower levels of Dulles Town Center for years and still does today. These trains consist of powerful batteries and long lifespans both outdoors and indoors.
